How to apply for a Labour Market Opinion
To apply to Service Canada for a Labour Market Opinion (LMO), you must:
- Agree to the conditions mentioned above
- Undertake the required advertisement efforts
- Provide the wages and working conditions required in your province
- Apply for a Canada Revenue Agency Business Number
- Submit a complete LMO application on-line or
paper version and send it by fax or regular mail to:

- Include the following documents: Copies of advertisements, Recruitment Report - (PDF 31 KB) and Attestation of Employer Identification - (PDF 69 KB)
- If the job is located in the province of Quebec, you must also apply for a Quebec Acceptance Certificate (certificat d'acceptation du Québec) from the Ministère de l'Immigration et des Communautés culturelles.
- If the job is located in British Columbia, you must register the foreign live-in caregiver with the BC Ministry of Skills Development and Labour.
- If the job is located in the province of Manitoba, you must apply for a Certificate of Registration from the Government of Manitoba’s Employment Standards Division before applying for an LMO. Consult the Questions and Answers for more information about the Manitoba's new Worker Recruitment and Protection Act.
You will receive a letter from Service Canada confirming whether your application was approved or denied. If your application is approved:
- Prepare and sign an employment contract.
- Send a copy of the Service Canada letter and signed employment contract to the live-in caregiver.
- Ask the live-in caregiver to apply to Citizenship and Immigration Canada (CIC) for a work permit and include a copy of the Service Canada letter and the employment contract which he/she must also sign.
- CIC will assess the foreign worker's application and if the assessment is positive, the foreign worker will receive a work permit that makes him/her eligible to work in Canada.
