Service Canada reserve the right to require alternative or additional advertising efforts (i.e., increased duration (length of time) or broader advertisement (whether local, regional, or national)) if additional efforts would yield qualified Canadian citizens or permanent residents who are available to work.
- Application forms for a Labour Market Opinion to hire a live-in caregiver
A Labour Market Opinion from Service Canada assesses what impact hiring the foreign worker would have on Canadian jobs. It is one of Citizenship and Immigration Canada's requirements when assessing a work permit application:

You must provide details of recruitment activities for Canadians, permanent residents and in-land foreign caregivers, and describe the sources of advertisement to hire a live-in Caregiver.

You must provide an Attestation of Identity Authentication signed by a guarantor testifying to the identity of the employer.

The following documents must be included when you apply for a Labour Market Opinion to hire a live-in caregiver.
- Sample employment contract
You must prepare and sign an employment contract (PDF 88KB). The signed contract must be sent to the foreign worker with a copy of the HRSDC/Service Canada confirmation letter. The worker must then apply to Citizenship and Immigration Canada for a work permit and include the HRSDC/Service Canada letter and employment contract that he/she must also sign.
- Quebec Acceptance Certificate (Certificat d'acceptation du Québec)
In addition to applying for a Labour Market Opinion, you must apply for a certificat from the Ministère de l'Immigration et des Communautés culturelles if you want to hire a worker in Québec.
- Registration with the BC Ministry of Labour and Citizens' Services
In addition to applying for a Labour Market Opinion, if you want to hire foreign live-in caregivers to work in British Columbia, you must register with the provincial government.
- Registration with the Manitoba Employment Standars Division
If you want to hire a temporary foreign worker in Manitoba, you must first register with the Government of Manitoba’s Employment Standards Division. In addition, anyone engaged in foreign worker recruitment is also required to have a licence by April 1, 2009. For further information, consult the following Questions and Answers.
